Centre notified the Criminal Procedure (Identification) act and Delhi Municipal Corporation (Amendment) Act in the official gazette
President Ramnath Kovind gave his assent to the Criminal Procedure (Identification) Bill and the Delhi Municipal Corporation (Amendment) Bill.
On April 18, the Central government notified the two Acts in the official gazette.
Both Bills were introduced in the recent budget session of Parliament.
Criminal Procedure (Identification) Act
The Act grants legal sanction for the collection of finger impressions, palm-print impressions, foot-prints, photographs, retina scans, and physical, biological samples ("Measurements") towards making investigations more efficient.
Measurements can be collected of convicts ordered to give security for their good behaviour or towards maintaining peace and those arrested in connection under any preventive detention law. However, the Act makes an exception for offences against women or children or for offences where the imprisonment is seven or more than seven years, no one can be obliged to share their samples. The Act further states that refusing to allow taking measurements will result in an offence under the IPC.
Delhi Municipal Corporation (Amendment) Act
The Act is merging Delhi's three municipal corporations into a single entity. The three civic bodies at present - the North, South and the East Delhi Municipal Corporations, with three commissioners, 66 heads of departments, and three mayoral officers.
The new Act will reconstitute the wards and departments into a single entity.
