The Division Bench comprising the Chief Justice Govind Mathur and Justice Shashi Kant Gupta of Allahabad High Court ordered the state government to take necessary steps to improve the living condition of the jail of Basti district while hearing the case of  Basti Jail vs State of Uttar Pradesh. The inspection report was submitted to District Judge by Sri Vinay Kumar Jaiswal, Secretary, District Legal Services Authority, Basti.

The report stated the deplorable condition of the Basti Jail. Apart from the over-lodging of prisoners, the report stated that other deficiencies existed, such as lack of hygiene, cleanliness, medical support, infrastructural issues, and the issues relating to employment training.

The court stated that ”it is also well settled that prisoners also have human rights and whatever requirements are noted in the report are nothing, but essential ingredients to ensure application of the rights aforesaid.’’
