The Delhi HC issued notice to GNCTD, Ministry of Women and Child Development, National
Commission for Protection of Child Rights, Delhi Commissioner of Police, NHRC and Delhi
Commission for protection of Child rights after hearing a PIL filed by Adv Piyush Chabbra
seeking enactment of Laws and policies to curb child begging.
Piyush Chhabra sought the issuance of directions to the respondents to protect children upon the streets of Delhi. The plea contended that respondents are duty-bound to curb the situation especially looking at the ongoing Pandemic. It is important to mention children from the age group of infants to 8 years of age are the most exploited children. Childhood
development is considered an essential period of life span of an individual.
Unfortunately, such abuse is a benefit for many.
The plea prayed to issue directions to respondents to make laws to curb the situation and make childcare arrangements. To also look into criminal offences against the person who pushed the children into such a situation. To direct the respondents to verify the identity of the children and their paternity to discover their identity. Lastly, to take action against adults
who is promoting child begging.
