The State Human Rights Commission (SHRC), Tamil Nadu, held that Madurai Police illegally detained four Muslim youths on the allegation of throwing a head of a dead cow inside the office of Rashtriya Swayamsevak Sangh in Madurai. SHRC directed a compensation of Rs 1,00,000 each and also recommended initiating disciplinary action against the cops.

SHRC Member D Jayachandran heard a case by the complainants, stating that they were taken to the police station for the above-mentioned reason. Despite denying the allegations made by the respondent, the police tortured them. As per the reports of the fact-finding committee under the head of the Human Rights Defender submitted that they were not provided food and water and were illegally detained. It pointed out that harassment and torture were meted out to the complainants.

The respondents, however, denied each and every allegation and argued that the complainants were trying to tarnish their image. 

SHRC stated that the allegations against the respondents were proved beyond doubt by the complainants. Thus, the respondents' actions amounted to a violation of human rights.
